I am forwarding the application of Mr. Robert Beck of Japan from Grand Councilor Chev. Ray McIntyre, Regional Commander of Asia and Oceania.

Mr. Robert Beck is currently stationed in Japan where he is a serviceman of the US Armed Forces. He is very enthusiastic about joining the order and in fact is planning the establishment of a Grand Priory of Japan if he is accepted. He has already found several prospective members to join the Grand Priory ion case it is established. He is currently also active in the Government-in-Exile of the Principality of Kolm as a Minister of Defense.

We propose to waive the 6 month probationary period in order for him to assume the position of Minister Plenipotentiary and Envoy Extraordinary to Japan where he will attempt the establishment of a priory.

If there are no objections within a week, Mr. Robert Beck will be given the rank of Knight of the Order of Cravant and appointed to the position of Minister Plenipotentiary and Envoy Extraordinary to Japan.

To clarify the responsibilities of the newly elected officers, I shall post a detailed description of their duties:

Grand Chancellor
-After the promulgation of the Decree on the Passing of Executive Power to the Grand Chancellor he is now able to pass Grand Chancellorial Decrees which must be obeyed by his subordinates. There will be no need to seek my approval or the approval of the Supreme Council. Aside from this, he will oversee the different committees and bodies within the order. He has the power to appoint or dismiss his subordinates and he can promote members to higher ranks. He can also accept or expel members from the order on my behalf however, sufficient reason must be supplied.
Should the Grand Chancellor make a decision wherein some members disagree with, those members can make an appeal to the Grand Chancellor or the Grand Councilors of the Supreme Council where they can compel him to repeal his decision. If the Council thinks that the Grand Chancellor or any other officer is biased, they can make a motion to make a Vote of No Confidence in their leadership.

Regional Grand Commanders
-The Grand Commanders have sufficient autonomous powers and can enact decrees on their own, so long as it does not conflict with any of the order’s principles or any previous decree made, their decrees will be valid. The Grand Commanders’s Decrees can only be enacted within their territory and jurisdiction. Should their decrees involve any institution or government outside their own, they must first coordinate and seek the approval of the institution or government that is involved. Just like any official, they can be removed from office through the Vote of No Confidence.

Their responsibility is to coordinate their Grand Priories and Consulates within their territory. Aside from this, they must also judge carefully the applicants for the order where they will present the candidate themselves to the Grand Councilors or the Supreme Council (Regional Commanders). Should a member of the order be brought into question because of misdemeanor or for anything at all, the Regional Commander who brought him/her in will also be questioned, therefore, caution must be observed by the Regional Commanders when presenting a candidate.

Regional Grand Commanders can also nominate their subordinates for merits to the Merit Committee. Just like everyone else, the Regional Commanders must present their nominees and their reason for suggesting a decoration.

Grand Priors
-Although there is no change in the responsibilities of the Grand Priors, I would still like to clarify some matters due to some changes within the order.

The Grand Priors may accept or deny memberships to the order without the need to seek the approval of their superiors. However, their superiors must be informed once they have inducted a new member.
Just like the Regional Commanders, the Grand Priors may be held accountable for the actions of their subordinates. Therefore, it is advisable that Squires or Ladies in Waiting be placed in a probationary period of 6 months to ensure their good character. Should a Squire or Lady-in-Waiting be in question due to his/her misdemeanor, the Grand Priors will not be held accountable for their subordinate’s failure. Only when an individual has reached the rank of Knight or Dame can they be held accountable.

Consuls
Consuls of the Order are not under the jurisdiction of the Regional Grand Commanderies but are under the Office of External Affairs. They may, however, provide information and progress to Grand Commanderies in their area as a form of respect and friendly relations between the two entities. However, the consulates have no responsibility to obey the decrees of the Grand Commanders.
